Getting Buy-In

So, please look this over and comment.  I am particularly interested in the military aspect.  As I went over the notes, I started thinking “are we getting off target here?”  I invite your comments on this.

So, we need to look at both targets and endorsers.  Targets would be those organizations who could use what is being developed and Endorsers are those who could impact implementation with their support (or lack of support).
